How do you collect a debt from someone you have a restraining order against?

My sister was able to get a permeated restraining order against her boyfriend and keep him out of her house. Long story here is the post http://www.jerseylegalforums.com/showthread.php?t=394

He does however owe her $2,022 for which he signed a promissory note agrreing to pay her $100.00 per month Starting May 31, 2010.
Since he can have no contact with her what should she do to collect the debt? Should she have him mailed it to someone else?
He will be receiving a large worker compensation claim in mid May or early June; is there a way she can put a lean on the money?
