accident without insurance

my friend had crashed on to a girl so slowly and she didn't injured bu t the policemen said that to come to the court. She was just going out of the mall and a car gave her way permission and so she moved but she didn't see the girl behind the car (which gave her a way to pass) and hit her. then she went to the court. the girl that she crashed into didnt talk so much at the court but her mother kept saying "you're in big trouble". then the court ended and her punishments are 3months in jail, 5000$, 2 weeks social service and 2 years without her driving license.. do you think this is normal? isnt it too much for this accident? (by the way when she had the accident it was the date for renewing her insurance . so when the accident happened she hadn't have an insurance but she renewed it in day but with a different insurance number.)

Do I think this sentence is to harsh for such a accident? No, she was driving without being insured. Be thankful she didn't kill anyone.
