Can you give statement before going to grand jury?

I have a friend falsely arrested, who was not allowed by police to file counter charges. He would like to give a statement to the DA, explaining his side of the story, before the case even goes to the grand jury (if it goes there). Is this possible, or does he have to wait til after the grand jury?
His lawyer is telling him no.

It won't do him any good at this point and it can potentially be used against him at a later time.
