About decision to quit

I am looking into an offer by management to be transferred from one department to another department. My position and responsibilities will change if transfer to the new department. If I chose to not work for that department and they no longer want to keep me in their department will that be considered as me quitting or as management getting me fired.

Anyone views on this ...

If they don't need you in the present department, after you turned down the offer for the new position, then it would be a lay-off or termination. You would be entitled to unemployment.
