Say someone is 18 and posses a FID card. Can that person say take one of their parents handguns and transport it to the firing range even though they are under 21. I know you need to be 21 to get a handgun purchase permit but I don't see anything about possessing one.

Yes, I think you can Take a look at N.J.S.A. 2C:39-6 (look at 6(g))

No, you cannot take a handgun to a firing range. You must have the owner of the firearm present with you when in possession of said firearm. The only thing you can posses on your own is a long gun.

Watch out for NJ's entangled web of firearm laws.

In October of 1996, the Department of Safety began issuing handgun carry permits pursuant to Public Chapter 905. Prior to this change, handgun carry permits were issued by local sheriff's offices. Since October 1996, the Department of Safety has issued more than 339,000 handgun carry permits.
