Does anyone know what the driving laws are on putting magnetic signs on a passenger van?

Is the van registered & insured as a commercial vehicle? If it is a personal vehicle and you use it for business use then you will run into big problems with your insurance company especially if you get into an accident. They may not provide you any coverage at all if this happens.

No it is not registered or insured as commercial. A police officer said we could get a ticket for advertising on a passenger vehicle. He didn't say anything about it not being registered as a commercial vehicle. But what you are saying makes more sense!
