In February 09 I filed complaints against about 30 contractors who were advertising without their NJ Contractors License #. I assume that most didn’t have one. It’s a $5,000.00 fine for working without it and I think $300.00 for not having it in your ad if you are licensed. If it’s not in your ad there’s no way to know who licensed.
I still see some of the same names still advertising without the license # and when I called the state they told me all were fined and the people who were still advertising were paying the fine to save room (money) in their ads. This sounds like typical state hogwash to get me to go away. The state seems like it doesn’t want to enforce this law and the fly by night contractors are taking the business from the licensed contractors. Is there any way I can check to see if these fines were actually issued and paid? Thanks

You can make an Open Public Records Act (OPRA) request for documents that show these contractors were fined. You need to go to the State Agency's website and you will find a link to file an OPRA request.

Do you know who I would turn this form into? It just refers to “State Agency” on the form?

You have to send it to the custodian of public records for that particular state agency.
