If you manage to get the NY license you will get in trouble so don't do it. When you apply for the NY license you will be asked if your driving privileges are revoked in any other state.

There are things you can do to get a license but they are not legal. These methods are commonly used by illegal aliens to get licenses. I won't discuss them here but you can search the internet and see what I am talking about.
